Hellenic Cadastre
Azure OpenAI assessment of property contracts
Greek land registry cuts contract assessment from up to 3 hours to under 10 minutes
Problem
Staff had to read about 300 pages of paperwork for each property purchase. Transactions could take months to validate.
Approach
The Ministry of Digital Governance's cadastre built a system on Azure OpenAI Service that reads and classifies contracts and applies legal rules. It produces an assessment that registry directors approve or reject. A citizen chatbot was also launched, and 150 civil servants with approving authority received AI training.
Results
Takeaway
The registry automated document reading while its directors retained final approval. Microsoft reported a per-case cost reduction of more than 99%.
