Japan postponed a child-protection AI tool after municipal trials found inadequate accuracy

Problem

Child consultation centers needed to assess whether potentially abused children required temporary protection. These decisions depended on details such as the extent and location of injuries.

Approach

National development began in fiscal 2021, and a prototype was completed in fiscal 2023. Cooperating municipalities tested the tool, which used structured case information to assess protection needs. Trials found that its inputs did not adequately represent injury severity and that its accuracy was insufficient. The agency postponed release and retained the system and data for further work.

Takeaway

Adding more input fields would have increased the burden during urgent decisions, while the existing fields omitted information that affected risk.
