Department for Work and Pensions (DWP)
Whitemail classification and vulnerability scanning
DWP scanned circa 25,000 documents daily to classify post and flag possible vulnerability
Problem
Unstructured incoming post could contain signs that a claimant needed urgent support. DWP also needed to route correspondence to the appropriate benefit teams.
Approach
DWP and Accenture built services using BART for zero-shot classification of scanned correspondence and potential vulnerability. The production workflow redacted personal data before vulnerability analysis. Staff reviewed daily reports and assessed individual circumstances before deciding on support.

Takeaway
Document throughput did not establish how reliably the service identified vulnerable claimants. Staff retained responsibility for individual assessments.
