GOV.UK One Login liveness and likeness checks

GOV.UK One Login used facial matching and liveness checks in about 100,000 monthly app identity journeys

Problem

Remote identity verification needed to establish that an applicant matched an identity document and was physically present. Manual document inspection would not support the expected service volume.

Approach

Government Digital Service integrated iProov into the One Login app. The system compared document photographs with selfies and assessed video for liveness. Users could also choose web-based or in-person verification.

Results

~100,000approximate average unique app-based identity journeys per month, all using the checks, according to Government Digital ServiceCompany's own claim[1]

Takeaway

The reported volume described use of the app route. It did not establish a reduction in fraud or verification time.
