National Tax Agency

AI prediction of taxpayer call-response times

Japan's tax collection centres reported a 20.6% response rate for AI-timed calls

WorkingCompany's own claim

Problem

Unanswered calls made contacting delinquent taxpayers inefficient.

Approach

The agency introduced a forecasting model in July 2022. It analysed past call histories alongside payment status and business type to predict the days and times taxpayers were likely to answer. Collection centres used those predictions to schedule calls.

Results

20.6%response rate using the model from July 2023 through June 2024, reported in the OECD's Japan exampleCompany's own claim[1]

Takeaway

The reported result concerned contact rates. It did not isolate additional tax collected because of the model.
